 1. The Employer, Project Management Unit (PMU), Pakistan Asan Khidmat Center GB has received the approval of funds from the Government of Pakistan / Federal Government through PSDP and it is intended that part of the proceeds of the funds will be applied to eligible payments under the Contract for the construction of a project namely “Pakistan Asan Khidmat Center at Skardu”. Bidding is open to all eligible Bidders. 

2. The Employer invites sealed bids, under Single Stage-Two Envelope bidding procedure, from eligible firms or persons licensed by the Pakistan Engineering Council in the appropriate category and having specialized codes for the Works. A foreign bidder is entitled to bid only in accordance with the relevant provisions of PEC bye-laws. 

3. The estimated cost and other brief of the work is as under;

 4. Eligible Bidders may obtain further information, inspect and acquire the Bidding Documents from the Office of the Employer, at Project Engineer Office PAKC Skardu / Project Director Office, Shagharthang-Astore Road Project, Main JSR, Kachura Skardu. 5. A complete set of Bidding Documents may be purchased by an interested bidder on submission of a written application addressed to the Project Engineer along with the copy of valid PEC License having the required Category & Code mentioned above and upon payment of a non-refundable fee of Rs. 40,000/- (Forty Thousand PKR). 

6. The Employer intends to hold a pre-bid meeting with the prospective bidders on 5 th November 2026, at 11:00 am (PST) in the Project Engineer Office PAKC Skardu / Project Director Office, Shagharthang-Astore Road Project, Main JSR, Kachura Skardu. 

7. The Technical Bid must be accompanied by a Bid Security of the amount mentioned above in the form of CDR from a Scheduled Bank in Pakistan in favor of the Project Engineer, PAKC Skardu. 

8. The complete set of Bids (Technical & Financial) must be delivered to the Project Engineer Office PAKC Skardu / Project Director Office, Shagharthang-Astore Road Project, Main JSR, Kachura Skardu at or before 11:00 am (PST), on 12 th November 2026. Bids will be opened at 11:30 am (PST) on the same day, in the presence of the bidder’s representatives who choose to attend at the same address. 

9. The Employer reserves the right to accept or reject any bid or proposal at any time prior to the acceptance of bid or proposal as per GB-PPRA Rule-36.
